I think that maybe it just wouldn't have happened as quickly… After all, Portugal and Italy and Ireland and Spain are all in a similar boat – and it's not like they had the Olympics to host!
Monetary Union without Political Union… I'm just not sure how well that works. I mean, Monetary Union with Fiscal Union does work – it works in the States!
There's probably a phd thesis floating around in there…
